In January 2003, the Chiang Kai-shek Memorial Hall took back possession of the Chung Cheng Gallery (renamed 1st Exhibition Hall in 2017), which had been lent to the National Taiwan Arts Education Institute, embarking on a journey into special arts and cultural exhibitions. To meet social and educational development needs, the interior of the hall was renovated, and in May 2012 the government organized further renovations and transferred it to the Ministry of Culture. Through this series of changes, the Chiang Kai-shek Memorial Hall established a cooperative mechanism with the private sector, striving to create a platform for creative arts and cultural exchanges. At the same time, it continued to organize arts and cultural activities and publications in memory of Chiang Kai-shek.


In March 2007, the first step was taken in the transition project. In May, the Chiang Kai-shek Memorial Hall was officially renamed the National Taiwan Democracy Memorial Hall; in December, the inscription “Great Centrality and Perfect Uprightness” on the front archway was changed to “Liberty Square”; and in January 2008, the “Opening the Doors to Democracy: Freedom’s Wind Blows” special exhibition was held in the Bronze Statue Hall on the hall’s 4th floor. This series of changes and adjustments was the first attempt by the government to inject this once authoritarian space with new historical meaning.


However, after the KMT returned to power in 2008, all of these changes were gradually rolled back, with the exception of the “Liberty Square” inscription on the front archway. The path of transition has been bumpy, but Liberty Square and the park plaza remain gathering places for various social movements in Taiwan.

Nokia and the Taipei City Government bring together well-known domestic companies and stage the Nokia Totally Board Party on the Boulevard of Homage (renamed Democracy Boulevard in 2007) and the National Theatre and Concert Hall plaza, making the Chiang Kai-shek Memorial Hall the focus of international brand marketing.

The Memorial Hall commissions Professor Huang Min-huang of the Department of Mathematics of National Taiwan University to complete a mathematics walk suitable for parent-child learning.

For the first time, the Japan-China Friendship Association of Chuo University donates a batch of cherry blossoms to the Memorial Hall. The hall sets up a special commemorative stone tablet and stages planting activities.

The Memorial Hall and the KuoKuang Opera Troupe stage the “Brilliant Opera” summer traditional opera education program, bringing performing arts to the Chiang Kai-shek Memorial Hall for the first time.
